Thanks Schuzak, this is exactly what I was looking for!
I found documentation / examples here:
If you're using an alt directory for configuration files (you can do this by setting extensions.silentblock.altdir, and you might have to do this if you don't have a rooted device), you will need to enable the "Storage" permission for Firefox. Otherwise, silentblock will not be able to read the configuration files on startup.
