This is good.
However, I want to display tab bar to the right of the folder pane and display always folder pane, if possible.
In theory the behaviour you describe is possible. However, it has a very high risk of breaking something, as it would need to move MANY things around:
1. the toolbar above the tabbar, just like rise of the tools.
2. the tabbar into a new container, which also includes the content switched with the tab
3. the folder pane into the parent of this new container
Even this add-on did not get a full review here, with a smaller risk of breaking something. So I personally don't think this is possible with keeping Thunderbird staying stable, as there are various add-on combinations possible.
However, a dirty implementation without cleanuping when disabling, etc. should be easy to do, if you really want this write me an eMail - but I won't try to submit that as public add-on.

Thanks for your add-on.
It really puts the menu bar back to the top above the tabs where it should really be - combining with your IgnoreAero theme works fine.
It's sad that this happens on Vista and 7 because on other systems like Linux and WinXP the menu bar continues on top, thus requiring this add-on on Aero OSes.
I'm giving this add-on 3 stars because despite wanting the menu bar above the tabs, I still want the mail bar to be INSIDE the tabs.
To do so, I'll have to use the userChrome.css tweak posted here

Can you consider doing an alternate add-on for those of us that want the menu bar above tabs, but the mail bar inside the tabs?
I'm assuming mail bar = main toolbar. If that is wrong, the next stuff probably doesn't make sense :P
As you pointed out, there is a way to do a userchrome.css hack for the menubar to go above the tabs. So there is no need for an add-on.
However, it is not possible to move the main toolbar above the tabs, to the place it was located in previous Thunderbird versions. This is only possible with an add-on, so I wrote Rise of the Tools.
I really don't understand your question, as there is a solution for your problem?
Also, I don't understand why you rate an add-on 3 stars for it doing exactly what it should do? That's not a way to get me motivated to help you with a completely different issue (which I don't completely understand), it's more a way to get me motivated to ignore your request. It sounds for me a bit like you try to force me to do something.
BTW: I probably repeat myself too often, but the rating feature is not for requests. That's why I set up a support e-mail address.

Thank you very much. I do not like the tabs being on the top. This should have been an option similar to tabs on top in Firefox. Just to let everyone know - Rise of the Tools works fine with the Glow themes by Glowplug and and the QuickFolders extension. Thanks again.

Using version 1.0.1.0 on a Mac (Lion) with the default theme, it's given me back my 2nd toolbar where TB 11 had caused the dreaded text next to icon instead of below it. The main default toolbar is a paler colour than my 2nd toolbar or the tab bar, but I don't care if tabs are back where they should be and my 2nd toolbar has text below icons. Thanks so much for this!

Rise of the Tools is exactly what I was looking for when Thunderbird updated the version I was using to v. 11 and the e-mail toolbar started showing up below the tabs. Had there been some way to choose having the toolbar above the tabs the way it used to be, I would have been fine -- that option is available in Firefox. So, finally, I found out about Rise of the Tools, downloaded it, installed it as a Thunderbird add-on, and, presto, the toolbar is now above the tabs where I want it. Rise of the Tools is definitely a 5-star add-on in my book!

I know that the developers say that the change will be needed but until then I prefer tools above the tabs and this works perfectly.

Thank you for this add-on. I hated the tabs above the bar and this add-on works perfectly to put the tabs below again, like they should be. Hard to believe that TB developers didn't at least give this as an option.

With TB 11.0 on both WinXP and Win Vista (lastest SPs), the add-on does not support the Show "icons and text" customization (meaning show text below the icon) on the tool bar - it instead puts the text beside the icons, causing some of my tool bar items to disappear off the edge of the screen. With some tweaking, this will be a great add-on to combat the annoying loss of choice as to where the tool-bar goes in TB 11.

Also, I won't update until the review is done by AMO, as it would not become public for another 10 days then.
