Useful. It should be a default function of Thunderbird.

Note: You might find it slow to restart if you have several functions happen on shutdown, such as empty trash, empty cache, and so on.

Working great for me (Thunderbird v91.0.2). Once a day, before heading to the bathroom, I'll press the restart button, and when I get back, it'll be done with the restart process.

Works perfectly fine on TB 78.4
Once installed, it automatically places a restart button on the Mail Toolbar:

Does not work with Tb 78.4.0.

Works with Thunderbird 78.4.0 (64 bits).
The icon disappears by itself if it is placed on the tabs line.

When I used Restart Button for the first time, all my other add-ons were disabled.

Responding to developer:
It happened immediately after I pressed the restart button. Additionally, Thunderbird started not fully closing anymore. Some small part of it remained in the background (Process Explorer revealed that) and when I tried to launch it again, the system warned that "Thunderbird is still running". I am using Thunderbird 82 beta 1. Fortunately, I had backups of my profile and all is well again.

What makes you think Restart Button caused that?

The current beta versions (82.x) are extremely buggy, your problem has most likely nothing to do with the Restart Button. Thanks for responding.
