I'm a user but I describe what this add-on is.
This add-on provides you "Copy (in Japanese)" button in Message Filter window. You can see new button between "Edit" and "Delete" in the right of Message Filter window. (Unfortunately, the label for this button is only Japanese.) When you click this "copy" button after highlighting a Filter, then new filter with same condition is appeared.
