Here is the URL to get the map suggestion

http://maps.google.com/maps?mrt=loc&q={your search query}&output=kml

For example

http://maps.google.com/maps?mrt=loc&q=Ha+noi+Viet+Nam&output=kml

You will need to parse the page for the suggestions. See this page for more options for the "output" parameter rather than just KML
