If you have multiple accounts Thunderbird will use the mail account belonging to your currently selected folder when writing a new message.
Sometimes when I'm in hurry, I forget to check if the selected "From:" account is actually the one from which I want to send the message.
So from time to time it happens that I accidentally send a personal mail from my business account (and vise versa) which in either case is not optimal.
NoComposeAccount gives you the option of
1. having no sender account preselected thus forcing you to make a choice prior to sending the message
2. having the default account preselected instead of the one that happens to belong to your currently selected folder.
