I added FoxTab, added about a dozen sites to my top sites, restarted Firefox, opened a new tab, and it is blank. I checked the options and saw that it was set too show my top sites. I looked through all the settings and saw no box with a check mark for "do nothing", so I think my settings are good. Maybe it's just with Firefox 29? No idea, but it does nothing.
