Woordenboek Nederlands

I can not use this plugin with a fresh Thunderbird 60.3.0 (en-US 64-bit) install on Ubuntu 18.04.3 LTS VM (via Ubuntu Software app store).

When I right click on the editor of a new email I see under "Languages" only "English (United States)".

I tried to add the Dutch Dictionary via:
* right click on the editor of a new email
* click on "Add Dictionaries..." under "Languages"
* this opens new tab in Thunderbird "Dictionaries & Language Packs"
* click on "Dutch Nederlands Download Dictionary (787.5 KiB)"
* this opens (still in Thunderbird) page "Woordenboek Nederlands 3.1.3.1webext by fjoerfoks"
* click on "Add to Thunderbird" and confirm install
* restart Thunderbird
Result:
* still no "Dutch" under "Languages" in editor context
* in the Add-on Manager it is listed under "Extensions", there is no "Dictionaries"

Alternatively I tried to add the Dutch Dictionary via:
* go with firefox to https://addons.thunderbird.net/en-US/thunderbird/language-tools/
* click on "Dutch Nederlands Download Dictionary (787.5 KiB)"
* click "Download now", which saves file "woordenboek_nederlands-3.1.3.1webext.xpi"
* uninstall old add-on via Thunderbird webinterface
* restart Thunderbird
* go to Add-ons Manager, then Extensions
* click 'Gear' icon, then click "Install Add-on From File", then select the downloaded XPI file
Result:
* still no "Dutch" under "Languages" in editor context
* in the Add-on Manager it is listed under "Extensions", there is no "Dictionaries"

When I tried the first procedure for "French Français Download Dictionary (324.2 KiB)" it gives the same problem, so this does not seem related to this plugin alone. When trying to find a Thunderbird bug for this I got lost.

Regardless I am not able to use this plugin on a fresh Thunderbird 60.3.0 (en-US 64-bit) install on Ubuntu 18.04.3 LTS VM.
With these described steps I trust anybody can reproduce this issue. I hope a person more intimate with Thunderbird bugtracking can help me and the community resolve this issue.

This review is for a previous version of the add-on (3.1.3.1webext).
