Adds a Toggle Quotes button, allows to collapse quotes.

Adds a toolbar button, a twisty in the first quote and a shortcut key [Alt+Q].
Provides collapsing of all quotes in a message, no other add-ons are needed.
Complete rewrite for Thunderbird 78 and beyond, necessary after development of QuoteCollapse stopped.
Some functionality previously provided by QuoteCollapse is now included in "Quote Colors & Collapse", don't use this together with Toggles Quotes, it will break the message view.
