I use TB24.3.0 , lighting2.6.4 and StormCows0.3 version. I get MODIFICATION_FAILED error message when I try to create a todo, but modify a todo content is no problem.

This is likely because the list associated with your calendar is a Smart List. This is something I'd like to fix in the future, but for now it's logged as an issue:
