I would classify the plugin as more cute than necessary. First off, it does work as advertised; however, the 20:00-08:00 night time theme shift doesn't take into account Daylight savings time in your local area. This means the theme shift may be off by an hour.

The source code is available for anyone willing to try their hand at writing a plugin. This is the real purpose of the plugin.
If you are looking for a starting point to write plugins; overall, this is a good tool to start learning with.
