never changes the sig file.just keeps using the same one over and over.what gives?

it started working after i changed the encoding of the fortune cookie file to UTF8.
i also replaced all the " characters. i had been copying/pasting a lot so maybe it reached one that was the HTML " character, didn't recognize it, and stopped reading the file.

not sure which one fixed it.

Please make sure that you use a recent version of Thunderbird. It may be some backward compatibility issue. What version of Thunderbird are currently using?
