I had Remember Passwords extension that worked before I upgraded from FF31esr to FF38esr: https://addons.mozilla.org/ru/firefox/addon/remember-passwords/
On 38 it caused passwords not filling in and made Saved Password Editor show blank list of passwords.
Filed a bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1182504
