The Template selection button stays grayed out. So I can only use whatever the default template is.

Stopped working for me with 24.1.1. It's so critical to the use of TB, that if it continues to not work we'll have to migrate to another client. This functionality is necessary for TB in an office environment.
To create your own collections, you must have a Mozilla Add-ons account.
