2 cristian, there are many reasons why you would like to have this.
1) From history reasons, the CZ language nor keyboard wasn't always presented on the system. So such users didn't have any possibility writing with diacritic. And still there are users who cannot switch their kb (and don't ask me why they using something else then CZ kb)
2) convenient, like me, I hate switching CZ/US keyboard or learn ugly trick/shortcuts how to write US (standard kb char, like $#%^&, etc.) on CZ kb or vice versa.
3) compatibility issue. Still in these days happening that some of email srvs can treat emails only only in 7bit, so our diacritic from 8th bit get lost, and thus then is very hard read such damage language, better damage it in the way not using diacritic
4) personally (from the above mentioned reason, which is surprisingly still valid, but not so often) I accepting the act someone writing me in full CZ (w diacritic) as a act of discourtesy without asking me first the permission on which encoding we will use and whether our HWS/SW are able display such chars like CZ diacritic.
