Mozilla guys are still reviewing new version of the add-on thus it is not available in common ways.

You may try to install it directly from AMO:
https://addons.mozilla.org/downloads/file/568007/playflash_32bit-24.0.0.194-fx+sm-windows.xpi
(Or use the link from Developer's comments, it could be more usable. )
